Earthquakes happen all over the world, evenhere  in the Southeastern United States. The epicenter was in a rural area west of Richmond, VA but damage has been reported in Washington, DC and the College of Charleston's seismology lab registered a quake of 2.9 to 3.0 on the Richter scale.
